Speaker Biography for Jay Foley

Jay Foley, Executive Director

Responding to an explosive rise in identity theft crimes, Jay and Linda Foley established the Identity Theft Resource Center (ITRC) in 1999 in order to provide education and victim assistance to consumers and businesses.  As Executive Director of the ITRC, Jay is today recognized nationally as an expert on identity theft issues.

Frequently addressing national, state and community organizations, Jay travels throughout the United States providing training for businesses, consumers and law enforcement. Jay has appeared before state legislatures and in Congress recommending new laws to protect against the crime of identity theft and he is a regular on San Diego news programs.

Foley’s background includes more than 20 years experience in project management, customer service training, and sales and database management.  He was previously affiliated with Memorial Guardian Plan, BKM Total Office of California, Pitney Bowes, Inc. and the U.S. Navy.  His background with the U.S. Navy, along with training for his Microsoft Certified Systems Engineer and Microsoft Certified Database Administrator certificates, has provided Foley with the technical expertise to understand the use of technology in the commission of identity theft crimes — and to advise both consumers and businesses how to avoid becoming victims.

ITRC was the 2004 recipient of the Department of Justice’s Office of Victims of Crime Service Award.
